Abstract / Description
Numerous studies conducted in various parts of the U.S. have found that compensatory mitigation often fails to offset wetland impacts authorized by Section 404 permits. These studies have found net losses of wetland acreage, substitution of wetland types, and low rates of compliance with permit conditions. Because wetlands are a scare yet essential habitat type in Utah, these findings were of particular concern to wetland and wildlife managers, and prompted the Utah Division of Wildlife Resources to conduct a study of mitigation compliance in northern Utah. Our study involved a review of permit files and field inspection of mitigation sites for a sample (35) of the Section 404 permits issued between 1988 and 1997 in six counties in northern Utah.
